Della Tall

Founder and Principal

Della leads Rainier Strategy’s work in capital project leadership, organizational growth, and execution-focused operations. Her background spans commercial real estate, maritime operations, business development, and startup leadership, with experience managing projects and teams across complex business and regulatory environments.

In addition to leading large-scale projects and strategic initiatives, Della has bootstrapped and led successful startups from founding through profitability and exit. As a founder and operator, she understands both the strategic work of building vision, culture, and growth, as well as the day-to-day realities required to execute successfully. She is known for a practical, lean approach to problem-solving and for helping organizations make progress in fast-moving, resource-constrained, and evolving environments.

Her experience combines hands-on business leadership with strong stakeholder management, cross-functional coordination, and the ability to lead complex work across diverse industries and organizations.

Robert Casey

Robert brings more than two decades of experience leading capital projects, GMP site startups, and technical operations within the biopharmaceutical industry across the U.S. and Europe. His background includes leadership roles supporting major organizations including Pfizer, Novartis, Regeneron, and other highly regulated manufacturing environments.

Throughout his career, Robert has led cross-functional teams through large-scale facility startups, operational expansions, and technically demanding projects with aggressive timelines and significant operational complexity. His experience spans project execution, operational readiness, stakeholder leadership, and coordination across engineering, manufacturing, quality, and business teams.

Robert’s foundation in mechanical engineering informs his practical, systems-oriented approach to complex operational and capital project environments.
